Create a new layer above the shape layer to begin placing the rhinestones. This will save the shape in Photoshop's Custom Shape library. 
With the shape still selected, go to "Edit" and choose "Define Custom Shape". Make sure to leave some space between the shapes to accommodate the size of the rhinestones. Select the individual shapes of the letters with the "Direct Selection Tool" or press A on your keyboard and adjust their size, position, and rotation as needed. This will allow you to manipulate the individual letters as shapes. Convert the text layer into a shape by right-clicking on the layer and selecting "Convert to Shape". Choose a font and size that you prefer and type out the letters or numbers for your rhinestone template. On the new layer, select the "Type Tool" or press T on your keyboard to add text. 
Once you have your design ready, create a new layer by clicking on the "New Layer" button at the bottom of the Layers panel. You can also import an image or use text for your design. Select the shape or design that you want to turn into a rhinestone template using the various shape and pen tools available in Photoshop. Set the dimensions for your template, such as 8x10 inches.
